About MRPL

Mangalore Refinery and Petrochemicals Limited (MRPL) is a leading petroleum refining company and a Schedule ‘A’ Miniratna Central Public Sector Enterprise (CPSE). It operates as a subsidiary of Oil and Natural Gas Corporation Limited (ONGC) and functions under the administrative control of the Ministry of Petroleum and Natural Gas, Government of India.

Located in Katipalla, near Mangaluru in Karnataka, MRPL benefits from its proximity to major port facilities, robust logistics infrastructure, and industrial clusters. Its strategic positioning supports efficient crude imports and wide-scale product distribution, reinforcing its role in the national energy supply chain.

Incorporated in 1988, MRPL was initially promoted as a joint venture between Hindustan Petroleum Corporation Limited (HPCL) and Indian Rayon and Industries Limited (IRIL) of the A.V. Birla Group. The vision was to establish a grassroots refinery to meet the energy demands of the southern region of India. Commercial operations began in 1996, with a refining capacity of 3.69 million metric tonnes per annum (MMTPA).

A major turning point occurred on 28th March 2003, when ONGC acquired the A.V. Birla Group’s equity stake and infused fresh capital of Rs. 600 crore. This strategic move led to MRPL becoming a majority-owned subsidiary of ONGC, enabling it to embark on a path of modernization, capacity enhancement, and operational excellence.

MRPL today operates a technologically advanced refinery with a capacity of 15 MMTPA, making it one of the most versatile and complex refineries in India. The plant is capable of processing a diverse slate of crudes—from light to heavy, sweet to sour—across a wide API gravity range of 24° to 46°. The refinery produces high-value distillates and fuels compliant with Bharat Stage-VI and other grades, addressing both domestic and international market needs.
