PQC (Pre-Qualification Criteria):
1) The bidder should be an original manufacturer or direct importer of high purity gases or an authorized dealer. If the Bidder is a dealer, the bidder should submit the authorization letter from original manufacturer/supplier along with technical bid. The bidder shall submit relevant document along with technical bid.
2) The bidder should have supplied Ultra high purity gases to at least one Industry like Refineries or Petrochemicals or Fertilizers or Oil Gas processing plants or other PSUs or Govt. Organizations or Private Organizations or Medical Laboratories for a single order value not less than Rs. 16.00 Lakhs during previous 5 years’ period ending the last day of the month previous to the one in which bids are invited. The bidder should submit relevant documents such as copies of Purchase order & Tax Invoice or client’s completion certificate along with the technical bid as documentary evidence for the above along with the Technical Bid.
3) The Bidder shall not be under black-list or holiday List of MRPL or Ministry of Petroleum & natural Gas (MoPNG) or not debarred by orders issued by DoE during the period in which tender is invited. Bidder shall submit self-certified declaration for the same.
Note:
a) In line with the Government policy, qualified Micro and Small Scale Enterprises (MSEs) will be given relaxation up to 15% on prior experience. (i.e Rs.13.76 lakhs for prior experience).
b) No relaxation in the prior experience for Startups for this tender due to Public Safety, Health, Critical Safety, Operations & equipment etc.
c) PQC Value is exclusive of Taxes.
d) For MSE- Purchase Preference (PP), Bidder shall be Manufacturer for supply items. As per the MoMSME, the benefits of the Purchase Preference (PP) extended only to manufacturers registered under this and are not applicable to traders/ dealers/resellers/ distributors/authorized agents etc. Accordingly, the eligible MSE bidders shall be registered for the item tendered. The Bidder shall submit proof that he is a manufacturer of the item for which he is quoting and he shall highlight the details of his manufacturing status in the MSE certificate against the item he is proposing to bid in the tender.
e) All documents furnished by bidder in support of meeting the experience criteria of PQC shall be either, “Duly certified by Statutory Auditors of the Bidder or a practicing Chartered Accountant (not being an employee or a director or not having any interest in the bidder(s) company/firm) where audited accounts are not mandatory as per law" or “Duly notarized by any Notary Public”.
"All the Financial documents or Reports or Certificates issued or certified by (Chartered Accountants (CAs) must have Unique Document Identification Number (UDIN)."
